you might want to google for a tool called crap cleaner (not joking ccleaner), it's good an verifying that all cookies and muck are off your machine.

what site is it switching to?

Its in internet options, but there a lot of ways to change it. Download hijack this and run a scan and log. Post the log here if you are clueless what to do.

If you run Spybot Search & Destroy it'll block manual attempts to change it.

Is this a work PC? your admin might have a rule running that resets the homepage.

run CCleaner on the PC
Just check the internet explorer/firefox options (it can be a bit iffy if you are unsure of what it does)
I wouldnt say its spyware (unless Bus has turned evil)
Its more than likely a cookie issue

er my first post. . . . .

i have deleted all the cookies and done a ad-ware scan

its why i asked about where else the details might be stored as i have already exhausted the cooike and spyware option.

take a look at the steps suggested here - http://support.microsoft.com/?kbid=320159

surprisingly helpful Microsoft support posting on the subject of IE homepage getting set in the registry so you can't "un-set it" easily yourself and how to fix it.
